Collaboration – The Key To A Town’s Success





A town's appeal plays a crucial role in retaining and attracting both investors and tourists. For any town or city to thrive, a well-functioning municipality is essential. In Ballito, concerns about urban decay surfaced in 2011, highlighting the need for action. After honest and frank discussions, the iLembe Chamber of Commerce, Industry, and Tourism facilitated the establishment of the Urban Improvement Precinct (UIP), now known as the Ballito Urban Improvement Precinct (BUIP) which is formally legislated by KwaDukuza Municipality as a Special Ratings Area.

What is the BUIP?
The BUIP is a collaborative relationship between the KwaDukuza Municipality and local commercial property owners. The BUIP has grown its collaborative approach to include businesses and community groups. Each party has clear responsibilities, ensuring that everything runs smoothly without overlap. The BUIP provides additional public area services, essentially a top-up to municipal services, in a defined area, funded by contributions from commercial property owners which are included in the rates bill with businesses and residential body corporates on the beachfront making a voluntary contribution.




The BUIP’s focus is on improving the management and service of public spaces including security, cleanliness, general maintenance and landscaping. Security has been enhanced along the Ballito Promenade and beaches, making these areas safer for everyone. Over time, the BUIP then expanded its efforts, upgrading beach facilities and creating safe spaces for local vendors. They also extended security measures to other public areas, such as parks, and business districts, creating a consistent sense of safety throughout Ballito. Additionally, surveillance cameras were placed in in strategic locations, together with regular patrols, and close collaboration with local law enforcement has contributed to a reduction of crime in these high-traffic areas.

Greening projects spearheaded by the BUIP have transformed key areas of Ballito into attractive, welcoming spaces. Their Master Landscape Plan takes a holistic approach to beautifying the town while also supporting environmental sustainability. According to Thierry Leclezio, BUIP Precinct Manager, "The greening of Ballito has been a cornerstone of our efforts in creating a welcoming and well cared for town. It’s about creating spaces that enhance well-being and connect people with nature. These green areas have greatly contributed to Ballito’s reputation as a desirable place to live and visit."

Pothole Repair and Maintenance
While pothole repair and road maintenance primarily fall under the jurisdiction of the municipality, the BUIP is proactive in reporting and facilitating these repairs. Acting as a liaison between the community and the municipality, the BUIP ensures issues are promptly addressed, improving road safety and infrastructure quality in Ballito.

The BUIP security team operates seven days a week, 24 hours a day, while the landscaping and cleaning teams operate from 6 AM to 6 PM, maintaining high service standards in public areas. Their work includes routine cleaning, greening, and special clean-up projects. Additionally, they conduct daily audits of infrastructure issues, such as malfunctioning streetlights, damaged signage, and potholes. These issues are reported directly to the municipal fault reporting centre, often with photographic evidence, and followed up for quick resolution. The BUIP’s approach complements municipal services by focusing on areas that need extra attention.

Other Major Aspects for Tourists and Residents:
Beyond these core duties the BUIP has been instrumental in several other key areas including:

Water Quality Monitoring: The BUIP samples sea water quality on a weekly basis to ensure that Ballito’s beaches remain safe for swimming, which is vital for both tourism and local enjoyment.




Social Investment Projects:
The BUIP has undertaken significant social investment initiatives, such as the updating of the promenade decking for informal traders on the promenade in collaboration with KwaDukuza Municipality and the launch of the Moja Carts as a special project. These efforts have enhanced the functionality and aesthetic appeal of public spaces, while also providing safe and structured opportunities for local vendors to earn a living.

Collaboration with Local Events: The BUIP’s involvement in events like the Ballito Pro has helped position Ballito as a premier tourist destination, while also boosting the local economy.

Traffic Lights: Providing backup inverters to four sets of traffic signals in Ballito to mitigate loadshedding made a notable improvement to traffic flow.

Since its inception in 2015, the BUIP has steadily expanded its management and service scope to meet Ballito’s evolving needs. Brian Wright, the UIP Project Lead notes, "The growth of the BUIP is a testament to the community's trust in the UIP Non-Profit Company board and the management teams ability to manage and improve public spaces for the benefit of all. The growing demand for our services further north reflects the positive impact we've had on Ballito."

It's not just Ballito’s natural beauty that draws people to the North Coast; it’s also the commitment to maintaining and developing the area. Thanks to the collective efforts of the KwaDukuza Municipality and the BUIP, the North Coast remains a desirable place to visit and call home - with a bright future ahead.
