The Dolphin Coast is one of KwaZulu-Natal’s most beautiful and fast-growing regions — and it deserves a strong voice to protect and guide its future. That’s where DOCRRA (the Dolphin Coast Residents and Ratepayers Association) comes in.
DOCRRA is a non-political, non-profit community-based organisation that represents the collective interests of all Residents and Ratepayers of the Dolphin Coast. (KwaZulu-Natal's North Coast is also known as the Dolphin Coast due to the hundreds of bottlenose dolphins that frequent this part of the coast). DOCCRA is dedicated to the efficient development of the Dolphin Coast, together with the promotion and protection of all ratepayers and residents’ interests, especially the delivery of satisfactory municipal services in return for rates paid.
DOCCRA is also making a real impact. Recently, DOCRRA was voted Best Business Networking Organisation in The North Coast Courier’s Best of Ballito Readers’ Choice Awards — in recognition of its growing influence and community trust.

Over the past year alone, DOCRRA has led major wins for residents including:
Securing a reduction in the proposed municipal rates increase from 9.33% to 6.67%.
Driving two government oversight inquiries into governance issues within the KwaDukuza Municipality.
Bringing residents together, with over 600 people attending April’s community imbizo — a show of unity that sparked media attention, debate, and real budget concessions.

Behind the scenes, DOCRRA’s volunteer team works tirelessly — meeting regularly with municipal and political leaders, collaborating with organisations such as SAPS, the iLembe Chamber of Business, the Dolphin Coast Conservancy, and neighbourhood watches to keep things moving in the right direction. Twelve specialised sub-committees focus on key issues like municipal finance, infrastructure, environmental protection, safety, and community upliftment. As COO Mary Kassam explains, “Our work covers everything from fixing streetlights and safeguarding beaches to supporting empowerment programmes in underserved areas.”
DOCRRA represents more than 6,000 members, and through the broader KwaDukuza Organised Residents Alliance (KORA), advocates for over 40,000 households across the region.
Membership matters — it’s what gives DOCRRA its strength, funding, and voice. “The rolling crises in our municipality have driven a sharp increase in support and membership,” said Viljoen. “Residents are realising that if we want a better community, we must all take part in shaping it. Every new member helps strengthen our representation and influence.”
